57th GST Council Meeting: Major Refund Reforms to Ease Doing Business
57th GST Council Meeting: Major Refund Reforms to Ease Doing Business
1. GST Refund Process Reforms
1.1 Automatic Refund of Electronic Cash Ledger Balance
What changes: Excess balance in the Electronic Cash Ledger will be refunded automatically by the system.
What it means: No manual interface or approval from the tax officer will be needed.
Impact: Faster and easier refunds, and fewer files pending with officers.
1.2 Acknowledgement / Deficiency Memo Timeline Cut from 15 to 10 Days
What changes: The time to issue an Acknowledgement or Deficiency Memo for a refund application is recommended to be reduced from 15 days to 10 days.
What it means: If the officer does not act within 10 days, the system will treat the Acknowledgement as deemed issued.
Impact: Less delay at the start of refund processing.
1.3 90% Provisional Refund for Zero-Rated Supplies and Inverted Duty Cases
What changes: For refunds under zero-rated supply and inverted duty structure, 90% of the claimed amount is recommended to be sanctioned provisionally, automatically by the system.
What it means: Approval will be based on the system's risk assessment, and no manual approval will be needed for each application.
Impact: Exporters and manufacturers get most of their money sooner instead of waiting for the full verification cycle.
1.4 Phase 2 Changes
System-based Acknowledgement: Once the system has checked the refund application, the Acknowledgement will be issued automatically.
Fully automatic sanction of zero-rated refunds: After the required checks and risk assessment, the system may sanction zero-rated supply refunds in full. If the taxpayer has any old outstanding dues, they will be adjusted against the refund before the balance is released.
1.5 RFD-01 Form Changes: No Scanned Documents Needed
What changes: Details in the refund application will be entered in a format the system can read and verify directly.
What it means: Scanned document uploads will no longer be needed for zero-rated and inverted duty refunds.
Impact: Less paperwork, fewer errors and fewer rejections for minor documentation issues.
2. What Should Businesses Do Now?
Keep your data clean. System-based refunds depend on risk assessment, so accurate returns and matching invoices will matter more.
Clear old dues. Outstanding demands can be adjusted against your refund.
Review your cash flow planning. If you are an exporter or in an inverted duty sector, faster refunds can improve working capital.
Wait for notifications. Do not change your process until the official notification is out.
3. Conclusion
The 57th GST Council meeting points towards a more automated, system-driven refund process. If implemented as recommended, these changes can reduce delays and officer interface and bring much-needed liquidity to exporters and manufacturers.
